BLM's National Motorized Recreation Action Plan

We are excited to announce a new partnership between the Bureau of Land Management (BLM) and the National Off-Highway Vehicle Conservation Council (that's us).  This partnership was formed to create a National Motorized Recreation Action Plan.  The Action Plan is not designed to be a top-down set of ideas the each BLM unit needs to accommodate.  Instead, it will be a set of ideas and actions that each State can employ to develop the best strategy for high quality OHV recreation in its units.

The Action Plan

The Action Plan will encourage partnership and open communications between the BLM and the OHV enthusiasts, clubs, and associations.  Together the two groups will develop a plan regarding how the BLM can improve OHV recreation in their area. 

It will start with asking and answering the following types of questions:

  • What activities are taking place on BLM managed land?
  • What experiences are riders seeking on BLM managed land?
  • What experiences can't currently be found?
  • Which BLM units and what areas of the units could possibly fulfill the missing experiences?
  • What could the BLM do better to enhance OHV recreation experiences on the local level?

Once the action plans are developed for each State, the BLM will use those strategies to help guide its Resource Management Plans (RMP) and its Travel Management Plans (TMP).

To make this work effectively, each of us will have to come to the table with a spirit of collaboration and a goal to develop quality OHV experiences.  We ask you to be a part and to bring all the best that you have: your knowledge, enthusiasm, and skills.


Of course, for this to work we will also have to take part in a few more meetings.  This is never the most fun part, but is almost always the most critical part.  We hope to make them as fun as possible.

NOHVCC will hold several meetings in each State to help us gather the information needed for that State.  The meetings will be attended by both the enthusiasts and the BLM staff from those States, and maybe a couple of national folks as well.  Not only will we be gathering data, we hope to open or enhance the dialog and communication between the partners at these meetings.  Your participation is practically required!

The more information gathered at the meetings, the better the State action plan will be.
